WOULD-BE cab drivers in the borough face a knowledge test for the zone in which they wish work.

Councillors heard all new dual cab and private hire applicants are required to pass a qualification to test their understanding of both private hire and hackney requirements.

This covers a wide range of issues relevant to all three hackney zones – Ellesmere Port and Neston, Chester and Vale Royal– including health and safety and customer service and a basic knowledge test of the zone in relation to streets, landmarks and places of interest.

Licensing officers suggested the additional test should be introduced for applicants wishing to drive cabs. It would exceed guidance given by the Department for Transport.

Councillors welcomed the additional test but pointed out it should be a ‘hurdle’ to entering the trade and not a ‘barrier’.

Officials were authorised to devise, implement and administer the test.

Councillors are to have a further report to review its effectiveness.
