A MAN described by police as “threatening and intimidating” has been banned from all licensed premises in Cheshire.

An Anti-Social Behaviour Order imposed by Chester Magistrates prevents 34-year-old Dennis Elliot Fontenot, of Hawarden in Flintshire, from all pubs, restaurants and other on-licensed places in the county.

The 10-year order, applied for by Chester officers, is the first of its kind and also sees Fontenot prohibited from entering a specified area of Chester between 6.30pm and 7am.

Inspector Mel Williams, who leads Chester Inner Neighbourhood Policing Unit, said: “Fontenot has made life miserable for bar staff and customers in Chester city centre.

“He has physically attacked door staff and members of the public and has been abusive, threatening and intimidating – showing scant regard for the law.

“This unprecedented ASBO restricts his movements and behaviour and gives increased reassurance to those who work at licensed premises across the county.”

Sergeant Barry Brown said: “My officers worked extremely hard to put together a dossier of evidence to present to magistrates in support of the ASBO application.

“This cited a number of incidents in bars across Chester and also included CCTV footage which showed a pattern of behaviour so extreme that the court fully supported the stringent order.

“The dedication of officers and willingness of partner agencies to support the application should be commended as the ASBO will provide the means to make Cheshire a safer place.”
