A CARAVAN park owner who failed to display essential notices for his elderly residents has been taken to court for the third time in three years.

On Monday, Ryan Neill, of Cambridge, was fined £1,750 at Northwich Magistrates Court for failing to display his current site licence and conditions, public liability insurance certificate, fire risk assessment and site layout plan.

Neill, owner of Cheshire Parks Homes, Chester Road, Dunham Hill, was also ordered to pay costs of £1,523.56 and a victim surcharge of £15.

Over the past three years, Neill - who is rumoured to have recently sold the site, which is home to 36 elderly residents, to a new owner - has been fined almost £20,000 by magistrates for breaches of site conditions and ordered to pay costs of more than £5,000.

Neill, who pleaded guilty to the offences, was taken to court in March this year for failing to replace faulty drains, leaving his residents living with raw sewage pouring into their homes.

Residents association chairman Bert Wilton-King, who has been fighting for vital improvements on the homes for years, said the residents are hoping the new owner will bring the site back up to the high standards that used to be a feature of the site.

“All these issues are having a detrimental impact on people trying to sell their homes. We just want to get the site back up to standard and get people fighting to get places on the site like they used to.”
