A perverted former police constable with a fetish for secretly filming strangers has been jailed after being ‘caught red-handed’ exposing himself to a woman in Chester while he pleasured himself in his car.
Kevin Dwyer cruised the city’s streets for some three hours before settling on his victim; a woman he followed as she walked home alone in the early hours of July 5 last year, driving past her a couple of times before finally pulling over near her on Francis Street in Newtown.
A jury of eight men and four women took less than two hours to find 41-year-old Dwyer, of Sunny Bank Close in Newton-le-Willows, guilty of exposure at Chester Crown Court today (May 27).
The complainant – who bravely confronted Dwyer to ask why he was driving up and down and photographed his car and number plate as he made his getaway – told the court during the five-day trial that she felt scared and like she was ‘in danger’ when she clocked what he was doing.
Just four months earlier, Dwyer had pleaded guilty to two counts of voyeurism and 10 counts of outraging public decency over a seven-month period between October 1, 2013 and May 15, 2014.
Some of the offences involved the filming of women in their homes, and on one occasion a couple having sex, through their windows, but most related to recordings Dwyer made of females on nights out, aiming his camera up their skirts and between their legs.
Recorder Guy Mathieson said Dwyer’s latest offence was ‘so serious’ that only a custodial sentence was appropriate.
He handed the former Greater Manchester policeman an 18-month sentence, of which he is to serve half before being released on license, as well as nine months for each of the 12 previous convictions to be served concurrently.
'At it again'
“On February 20 last year, you were sentenced for a large number of offences and made subject to a lengthy community order,” Recorder Mathieson said.
“Four months later, you were back on the streets of Chester at it again.
“You drove around for three hours trying to locate your next victim.
“As in the past, you were looking for a female either alone or in company, wearing a short skirt and with bare legs, someone under the influence of drink, someone you could watch, target, follow and film all for the purposes of your sexual gratification.”
But Dwyer became over-excited by the ‘thrill of the chase’ and began performing a sex act on himself, Recorder Mathieson said, having underestimated his victim.
“Unfortunately for you she was not your ideal victim and far more aware of what was going on and far less under the influence of drink than you believed.
“You were in effect caught red-handed.”
A Sexual Harm Prevention Order made at the time of Dwyer’s original 12 convictions was extended to last for a period of ten years.
