ELDERLY residents on a mobile home site battling the land’s absent owner have received the backing of the council.

The tenants at Cheshire Park Homes, Dunham on the Hill, were recently threatened with having their electricity cut off for the third time in two years.

All the site’s residents, in 49 homes, have paid their bills in full to owner Ryan Neil – but he has failed to pay ScottishPower the money in time.

Chairman of the residents association, Bert Wilton-King, said when it last happened two months ago he was assured by ScottishPower it would not happen again.

Mr Wilton-King said: “It’s obvious the site owner is not interested in the site in any shape or form.

“Because we’re not a bill holder, ScottishPower won’t talk to us. We’re stuck in the middle. It seems we’ve got no rights whatsoever.

“ScottishPower still gets our money whether it’s third party or tenth party. This is beyond a joke now.

“This time they’ve got in touch with the council and told the council what they’re going to do.”

Lyn Collins, Cheshire West and Chester’s investigations and complaints team leader, said: “There are certainly powers we can use to try to assist with managing the electricity account.

“There’s an investigation around caravan site conditions, action being taken in relation to site drainage and an investigation into the payment of water bills. It’s a dreadful position for the residents.”

Last week, sewage went into residents’ homes because of a drainage problem so the council carried out a survey of the site’s drainage which will be billed to the owner.

Ms Collins added: “We’re doing all we can to hold this man to account for things he needs to be held to account for.”

Mr Neil, at home in Cambridge, was unavailable for comment.
