Three people have been ordered by magistrates to pay a total of £1,094 after being prosecuted for urinating in public by Cheshire West and Chester Council.

The defendants were all caught in the act on CCTV and were then approached and cautioned by police officers.

On Thursday, September 8, Chester Magistrates’ Court handed down fines ranging from £85 up to £440, the higher fine being imposed on one person charged with two offences in one evening.

Christopher Dale, 36, of Meadowbank Drive, Ellesmere Port was seen urinating on the railings of Watergate Row in April and was fined £220 with costs of £85 and a victim surcharge of £30.

James Roberts, 42, of Foxfield Road, Manchester was seen urinating twice in the city centre in March, on Watergate Row and Eastgate Row. He was prosecuted for the two offences and received a total fine of £440, costs of £85 and a victim surcharge of £44.

Kevin Carson, 25, of Salisbury Court, Llandudno was seen urinating on Eastgate Street in February and received a fine of £85, costs of £85 and a victim surcharge of £20.

The council’s environment chief Cllr Karen Shore said the council was committed to maintaining clean and tidy streets across the borough.

“Public urination is disgusting, the odour and stains it leaves behind linger for a long time after the deed is done, affecting business and visitors, as well as causing considerable damage to historic structures, like our famous Rows.

“We had no option but to issue court proceedings against these people when they were caught violating our historic city,” she said.

“This type of anti-social behaviour will not be tolerated. The council’s team of CCTV operators can direct police officers to offenders in seconds.”
