Because, in Libria emotion has been identified as the very source of crime and war and has been ruled illegal.
Citizens are kept on an oppressive even keel with a daily dose of a powerful drug called Prozium which kills all emotion.
Refusal to take the drug means you will be hunted down by the "Clerics", a highly skilled special police force trained in spectacularly unique forms of deadly combat.
John Preston (Christian Bale) is a high ranking Cleric, he believes in the system and will seek out and destroy anyone who refuses their Prozium...until he skips his own dose of the drug and wakes up to discover an incredible new world of sensation.
Initially forced to run from his own colleagues who will hunt him down with extreme prejudice Preston's new state gives him the incentive to realise he must fight the oppressive status quo.
