THE Independent Police Complaints Commission has launched a major investigation into the circumstances surrounding the death a man in police custody in Runcorn.

Frank Morris, 47, of Widnes, died after he was found collapsed in a cell at Cheshire police’s North Division Custody Suite at Manor Park in Runcorn at about 10am on May 15.

Following the discovery he was taken to Warrington General Hospital where he was pronounced dead.

The IPCC has confirmed that Mr Morris was arrested on May 14 on suspicion of assault.

The matter was referred by the police to the IPCC and an independent investigation will now be carried out.

An IPCC spokesman said a post mortem to determine the cause of death has proved ‘inconclusive’ but claimed initial indications point to natural causes.

Mike Franklin, IPCC Commissioner for the North West, said: ‘Our investigation will be thorough and focus on all aspects of Mr Morris’ arrest and detention to ensure the officers involved followed all the relevant policies and procedures.

‘My thoughts are with Mr Morris’ family and friends.’

A spokeswoman for Cheshire Coroners Office in Warrington told the Weekly News that an inquest into the death had been opened and adjourned.
