A former council worker repeatedly breached a restraining order which bans him from contacting CWaC employees or the police, a court heard.

Karl Nield has a history of harassing and making abusive remarks to Cheshire West and Chester Council workers and ringing the police making spurious claims.

He was banned from entering Chester city centre, speaking to CWaC employees or calling the police, following his ‘abusive’ behaviour, in February 2012.

But the 43-year-old has appeared in court after breaching the unusual restraining order following a number of ‘bizarre’ incidents in the city last month.

Nield, who was formerly employed by CWaC as a painter and decorator, terrified a female dog walker during an abusive outburst at around 12.30pm on August 9.

He rode past her on his bike repeatedly swearing at her, Chester Magistrates Court heard on Wednesday (September 10).

Nield, of Shrewsbury Way, Saltney, was convicted of breaching his restraining order after making abusive remarks to a CWaC employee outside a takeaway in Chester, the court heard.

On a separate occasion Nield was arrested outside King Kabs on Bridge Street after going into the city to get a taxi because his bike had been stolen, the court heard.

Nield was found also convicted of harassment by breaching the order after being found by police officers at the taxi rank, at 12.30am on May 23.

“He has been making abusive comments to people and ringing the police with spurious complaints,” said David Evans, prosecuting.

But the court was told that Nield, who has a history for breaching the orders, may have Asperger’s and underlying mental health issues.

“He is breaching the restraining order by making stupid remarks to people,” said Peter Barnett, defending.

“Making bizarre comments in and out of his house. Just being abusive and bizarre.”

The case was adjourned for a psychiatric report until October 22.

Nield was released on bail with conditions not to enter the city centre, save for court, and to abide by a curfew.
