RETROSPECTIVE permission was granted for a house of multiple occupation (HMO) close to the University of Chester.

The application was put forward at 39 Cheyney Road by Chester Student Lets.

It was called before a Cheshire West and Chester Council planning board by Cllr Richard Lowe (Con, City).

Cllr Lowe argues the number of HMOs in the area has reached saturation point and has a detrimental effect on its general amenity.

The two storey, mid terrace house is occupied by eight people, councillors heard.

Three of the bedrooms are on the ground floor and five on the first floor.

There is parking for two to three cars.

Highway officers pointed out the amount of parking was within the guideline.

Councillors were told 39% of properties in the Garden Lane area are occupied solely by students.

The properties on either side of no 39 are also HMOs and overall, nine of the 12 properties in the terrace are in multiple occupation.

Planners accepted the number of HMOs has affected amenity in the Garden Lane area but said the conversion would have only a limited impact.

The application was recommended for approval.

Principal planning officer Steve Lewis told councillors: “Most of the properties in the terrace are already in similar use, mostly by students. There have been no complaints.”

Deputy chairman Cllr Andrew Storrar (Con, Mickle Trafford), commented: “I cannot see any reason why this application cannot be supported.”

The board granted permission on a 9 -0 vote.
