There are plans to introduce a 20mph speed limit on a huge area of a Chester housing estate following a high number of accidents.

A collision investigation study carried out in Blacon by Cheshire West and Chester Council recommends action to address collisions within the area, especially among pedestrians and cyclists.

And there have been recent concerns about a number of near-miss incidents involving vehicles and children attending Highfield Primary School in Blacon where parents report traffic chaos at pick up and drop-off times.

The council's Road Safety Engineering team is recommending the introduction of a 20mph zone in an area of Blacon between Saughall Road and A548 Sealand Road at a cost of £12,500.

The scheme was instigated as a result of 29 collisions in a three year period between January 2010 and December 2012, resulting in a total of 30 casualties.

Principal engineer Graham Lowe told ward councillors: “The speed limit has been recommended to address collisions within this area, especially among cyclists and pedestrians and would be funded from the Local Engineering Schemes programme for 2013/4.

“Average recorded speeds on 10 of the roads within this area vary between 16 mph and 29.2 mph.”

The collision study highlighted that a large part of the study area already had traffic calming.

It noted ‘a significant movement’ of pedestrians and cyclists along Western Avenue which features a shopping arcade, a health centre, library, community centre, dentist and a day centre for people with learning difficulties.
