Mayor of Frodsham has slated decade old plans to build homes in Chapelfields in Frodsham

PLANS dating back almost a decade for 60 new homes in Frodsham are recommended for approval.

The application has been made on land at Chapelfields by Widnes based property developers Morbaine.

Twenty of the dwellings would be affordable.

The ‘large scale development’ has been called in to Cheshire West and Chester Council’s planning committee by Frodsham borough councillor Andrew Dawson (Con).

Cllr Dawson says he is concerned about ‘damage’ to important parts of Frodsham and its heritage and the effect on traffic and local facilities.

There would be a mix of two and three-storey houses and four- storey apartments, according to planning officers.

Permission was first agreed in 2004 subject to a legal agreement, according to a report.

Discussions took place regarding the layout of the development and improvements required to Chapelfields and a new permission was granted in 2007.

There was no progress during the next three years on a proposed legal agreement as the land is in multiple ownership.

Frodsham Town Council objects as the site is no longer zoned for housing.

Councillors believe the application would be overdevelopment and would affect the conservation area.

Residents argue the design should be more in keeping with the character of the area and the development would affect heritage features and local distinctiveness.

They are concerned about increased noise and the loss of privacy.

Pointing out the council has less than three years’ supply of housing land, planners argue residential development in the area is acceptable.

They believe the development would enhance its character and point out there is no objection from the highway authority.

Chapelfields would be brought up to standard and adopted.

The application is recommended for approval subject to 24 conditions and a new legal agreement to a meeting of the planning committee at HQ in Chester on Tuesday (February 21) at 4pm.
