Chester MP Stephen Mosley has been cleared of using House of Commons prepaid envelopes for party political purposes.

Mr Mosley sent a health service survey to residents of Dodleston and Pulford using House of Commons prepaid envelopes and stationery after learning some constituents registered with GPs in Wales had been prevented from choosing treatment at the Countess of Chester Hospital.

Residents, including complainant Jon Talbot, were asked a series of questions about their experience.

But Mr Talbot told parliamentary commissioner Kathryn Hudson: “...to my mind it is thinly disguised electioneering.

“I think it should be made clear who the material comes from ... and not use the resources of public office to further party ends.”

Mr Mosley responded: “I do not believe it could be construed as a communication conferring or attempting to confer an undue advantage on a party.”

Ms Hudson concluded: “The phrasing of Mr Mosley’s letter reflects his perspective but is not an attempt to confer an advantage on his party.”
