Trains on one of the country's busiest rail links were suspended as police dealt with a firearms incident.
Armed officers were deployed to an industrial area by Hunters Lane in Rugby, Warwickshire, police said.
The area is close to the West Coast Main line and the town's railway station.
Police are refusing to comment on the nature of the incident.
A spokesman for Warwickshire Police said that movement has been halted on the line, which is one of the main routes between Birmingham and London.
He said: "We placed a stop on the line to ensure the safety of officers at the scene, people on trains and the public."
He would not comment on whether officers were in negotiations at the scene but described the police operation as "ongoing".
Nobody has been injured in the incident.
Virgin Trains to and from London Euston were suspended.
